FLEET MAINTENANCE MANAGER

Salary:124-$64,442.00

Distinguishing Features of the Position (Summary)


Under general direction, Fleet Maintenance Manager is responsible for managing the maintenance and repairs of County vehicles and equipment assigned to the Vehicle and Equipment Maintenance Department. The Vehicle and Equipment Maintenance Department is an organizational division under the Public Works Department. The Fleet Maintenance Manager works under the direction of the County Public Works Director and has daily contact with county departments and vendors, requiring tact, courtesy and diplomacy. Employee exercises direct supervision over personnel and oversees programs and services relating to maintenance and repair of the Cameron County fleet, equipment, and parts inventory. Job assignments include coordinating work assignments with county departments and vendors. Employee works closely with the Administrative staff to establish best management practices. Work involves extensive knowledge of vehicle and equipment maintenance operations, state regulations as related to Texas Department of Safety and Inspection, and the business administration concept. Employee performs supervisory work, planning, organizing, scheduling, assigning and evaluating the work of staff in the Vehicle and Equipment Maintenance shop.


Performs administrative work in the coordination and supervision of all administrative support matters within the department. Positions in this class perform analytical reviews of the department's business systems and process to identify efficiencies and needed corrective actions. Must be able to resolve discrepancies; answer questions; and maintain documents and records. Performs all other tasks as assigned.


Essential Functions
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
1. Responsible for directing the daily operation of the Vehicle and Equipment Maintenance Facility.
2. Plans, organizes, coordinates and implements programs in the areas of fleet optimization. Reviews current programs and costs analyses data relating to fleet management to improve efficiencies in the operation.
3. Monitors preventive maintenance and repairs performed.
4. Develops recommendation for programs and activities to be conducted, estimates costs and potential cost savings, and coordinates the implementation of approved programs.
5. Plans, develops, and conducts education and safety training programs for fleet personnel. Compiles, prepares and makes available fleet data information for management review.
6. Monitors and inspects work activities to ensure proper procedures, methods, and safety standards are being followed. Make appropriate changes to standard operating procedures.
7. Utilizing Fleet Management Software, IWorQ, and other computer softwares, monitors fuel consumption, tracks vehicle and equipment preventive maintenance, develops monthly performance measures reports and administers asset management techniques for inventory controls.
8. Prepares various department documents requiring knowledge of department policies, programs, and procedures which may involve researching, compiling, analyzing, retrieving and/or summarizing data.
9. Provides assistance and technical support to staff regarding safety policies, procedures and regulations.
10. Prepares and formulates the annual budgets for capital improvements, vehicle and equipment purchases.
11. Attends a variety of workshops and seminars related to fleet, emergency operations and public works operations.
12. Perform other functions normally associated with fleet operations, emergency operations and costs associated.
13. Be available to provide assistance in emergency management incidents as situations arise where the Public Works Department is called upon.

Minimum Qualifications


1. Job requires a Bachelor's Degree in Business Administration, Public Administration, Business Management or equivalent. Cameron County may consider lack of college degree education with a total of ten (10) years of directly related work experience with progressive advancement.
2. Job requires a valid Texas Class C Drivers License and clear record.
3. Job requires five (5) years of work experience in fleet operations management, preferably for a local government (city or county). At least two (2) years of supervisory experience is preferred.
4. Job requires a thorough knowledge of safety standards and precautions related to fleet operations.
5. Job requires a thorough knowledge of fleet operation management, practices, procedures and educational techniques.
6. Job requires knowledge of equipment, practices and procedures related to the county's fleet management.
7. Job requires knowledge of computers and knowledge fleet management software(s).
8. Job requires knowledge of accounting principles and procedures.
9. Job requires knowledge of principles and practices of supervision, training, and personnel management.

10. Must be able to work with administrators, internal department, other departments and staff to maintain a positive image of the department and its services.
11. Must be able to work effectively under pressure and stringent schedules and produce accurate and satisfactory results.
12. Must be able to establish and obtain operating goals and objectives.
13. Must be able to communicate effectively, at all levels, both orally and in writing.
14. Must be able to maintain records accurately and efficiently.
15. Bilingual communication skills in English and Spanish are preferred.

Tasks may involve extended periods of time at a keyboard or workstation.


Sensory Requirements : Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.


Environmental Factors: Essential functions are regularly performed without exposure to adverse environmental conditions.

This is not a Civil Service covered position.
