Job Details We are seeking a highly skilled and detail-oriented Civil Preconstruction Manager with expertise in stormwater management and utilities to join our team. You will play a critical role in analyzing project requirements, preparing detailed cost estimates, and ensuring the successful execution of civil infrastructure projects. Your work will directly impact the development and construction of stormwater systems, utilities, and other civil works for residential, commercial, and industrial projects.
Responsibilities:
Prepare accurate and detailed cost estimates for civil engineering projects involving stormwater management, utilities, grading, and site development.
Review project plans, specifications, and bid documents to assess the scope of work, required materials, and labor.
Collaborate with engineers, architects, and project managers to ensure estimates align with project goals and budgets.
Conduct quantity takeoffs for materials, equipment, and labor requirements related to stormwater systems, sewer lines, water mains, and other utility infrastructure.
Evaluate subcontractor and supplier proposals, ensuring competitive pricing and compliance with project specifications.
Analyze historical data, including material costs and labor rates, to predict future project expenses.
Identify and mitigate potential risks or cost overruns by providing value engineering and cost-saving solutions.
Prepare and submit bid proposals and supporting documentation to clients and stakeholders.
Maintain up-to-date knowledge of industry trends, codes, regulations, and best practices related to stormwater and utility construction.
Assist in contract negotiations and change order management as needed.
Qualifications:
Bachelor’s degree in Civil Engineering, Construction Management, or related field (preferred).
Minimum of 3-5 years of experience as a civil estimator, with a focus on stormwater management and utilities.
Strong knowledge of stormwater drainage systems, water and sewer utilities, grading, and related infrastructure.
Proficiency in estimating software (e.g., HeavyBid, ProEst, HCSS, Bluebeam, etc.).
Experience with local regulations and permitting processes related to stormwater and utilities.
Excellent analytical, mathematical, and problem-solving skills.
Strong communication skills to effectively collaborate with clients, vendors, and internal teams.
Ability to manage multiple projects simultaneously while maintaining a high level of accuracy and attention to detail.
Strong organizational skills and ability to meet deadlines.
Preferred Qualifications:
Professional Estimator certification (e.g., AACE, ASPE) is a plus.
Familiarity with AutoCAD, Civil 3D, or similar design software.
Experience with large-scale civil projects, including infrastructure development, public works, or land development.
