Location: Panama City, Florida



Introduction:


Rivet Operations Company is seeking a highly organized and proactive Facilities & Building Manager to support facilities project management and OM&S program operations at the Naval Surface Warfare Center Panama City Division (NSWC PCD). Rivet is a trusted provider of technical and operational services to the Department of Defense, offering best-in-class support in logistics, facilities management, program analysis, and process improvement.


This position serves as a key coordinator between Government leadership, facilities teams, and support stakeholders to manage building operations, schedule work orders, and deliver logistics-based solutions for over 85 buildings and 50 additional structures on base. The Facilities & Building Manager also plays an essential role in supporting Navy OM&S (Operating Materials and Supplies) tracking, reporting, and training efforts across NSWC PCD.



Duties and Responsibilities:

  • Manage day-to-day scheduling and workflow for facilities support across 85+ buildings and associated structures
  • Analyze and determine feasibility of completion timelines; recommend project prioritization based on customer needs and DoD/Navy policies
  • Plan, schedule, and coordinate work based on incoming requests and Government direction
  • Track and report job order statuses; maintain detailed logs of all facilities work efforts
  • Monitor task execution to ensure timely and compliant completion of facilities maintenance and improvement initiatives
  • Coordinate with NSWC PCD Facilities Government personnel for prioritization and estimated delivery schedules
  • Apply knowledge of DoD and Navy facilities support procedures, policies, and instructions to optimize project delivery
  • Extract data from Navy Enterprise Resource Planning (NERP) system for use in monthly reports, dashboards, and leadership presentations
  • Prepare OM&S spreadsheets, process status documents, and PowerPoint decks used to communicate supply chain performance
  • Identify irregularities or emerging trends in OM&S data for analysis and process improvement
  • Assist in the creation, refinement, and delivery of OM&S training programs and associated materials
  • Provide end-user support to engineers, logisticians, accountants, DLA staff, and warehouse personnel across NSWC PCD
  • Perform QA reviews in support of Procurement Request (PR) and Key Supporting Documents (KSD) creation
  • Research and identify "frustrated materials" received with incorrect or missing documentation to ensure accountability
  • Archive program records in accordance with SECNAV M-5210.1 CH-1 and prescribed Navy records management processes
  • Support customer acquisition activities by preparing requirement forms and assisting in the creation of Unique Material Masters
  • Research and validate materials against mandatory sources such as One Touch and Haystack

Job Requirements:



Education, Experience, Skills:

  • High school diploma or GED required; Bachelor's degree in Business, Logistics, or a related field required.
  • 4+ years of relevant experience in facilities management, OM&S support, or logistics coordination within a DoD or federal environment
  • Experience with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint) and Navy ERP systems (NERP)
  • Strong understanding of Navy OM&S operations, policies, and training processes
  • Effective oral and written communication skills with the ability to interface across technical and non-technical teams
  • Demonstrated ability to multitask, prioritize workloads, and resolve facilities-related issues
  • Must be detail-oriented and capable of maintaining accurate records and compliance documentation
  • Must be a U.S. citizen and be able to obtain and maintain an active security clearance.

Physical Requirements:


Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner. There is a possibility that due to parking availability and location of work, walking moderate to long distances may be required. May include lifting to 25 pounds as necessary.
